  1. Usage: NOTE SEND [&<passwd>] [+|-<flags>] [+|-<maxtime>]
  2.         <nick!username@host> <msg>
  3.   SEND is an alias for USER +D (default max 60 days)
  4.   This command is for sending a message to recipient, and let the server
  5.   send a note + a notice to sender if this is on IRC - if message is sent.
  6.     SEND foobar Hello, this is a test.
